Board Members

We're proud to say our Board of Management not only reflects the interests of the communities in which we work, but also holds the necessary specialised skills and experience needed to run and oversee the running of our work and to drive us forward.

To make sure we have the right controls in place internally, we have an Audit and Risk Committee. They keep an eye on these controls and go over them regularly, making sure they're still the best for us to use.

Ian joined us as Chair of the Board in September 2022. Ian has over 25 years experience of high profile leadership roles in executive and non-executive capacities in charitable, housing, NHS and social care organisations. Until April 2023 Ian held the role of Chief Executive of Terrence Higgins Trust, the UKs leading HIV and sexual health charity and currently holds positions as chair and non-executive of NHS Foundation Trusts.

Marie Li Mow Ching

Marie joined the Board in September 2023. Marie was appointed as our Senior Independent Director (SID) on 1 April 2024 and chairs the Governance & Remuneration Committee.
Marie was a member of the Audit and Risk Committee from September 2023 to March 2024.  Marie has extensive experience as a non-executive director in social housing and health care sectors, including board member, vice chair and chair roles. Previous to this, Marie had a successful career in central government, working across several departments and overseeing the delivery of large-scale projects and publicly funded programmes.
Marie has a passion for social housing with a focus to customer engagement, good governance, finance, risk management and regulatory compliance and is currently Chair at Advance Housing and Support, Chair at Christian Action Housing Association and a member at Selwood Housing Association and Gravesend Churches Housing Association.

Carli Harper-Penman

Carli joined the Board in December 2023 and is a member of the Customer Experience Committee.

Carli has a non-executive portfolio in the housing sector and extensive senior management experience in a range of strategy, business development, transformation and communication roles, combining values-based leadership with commercial experience.

Carli has a passion for social housing, having grown up in social housing in areas of Estuary’s operation and currently holds the role of Vice Chair of Housing for Women and Board Member of Chislehurst & Sidcup Housing Association. Carli also works as a strategy and communications consultant specialising in working with purpose-led business and social enterprises.

Carol joined us in September 2021 and is as a Member of the Board of Management, Chair of Customer Experience Committee and Member of Governance and Remuneration Committee.

Carol was previously Director of Operations at Origin Housing Limited and has extensive knowledge and experience in the housing sector. She has held several Senior Executive positions at various housing associations including First Wessex and interim roles at B3 Living and Saffron Housing.

Jacqueline Adusei

Jacqueline joined to Association in 2021 as an Independent Committee Member on the Customer Experience Committee and joined the Board in December 2023.

Jacqueline has over 30 years of experience in the charity and social care sector, including 15 years as a chief executive and an experienced non-executive portfolio in social housing, community services and the charity sector. Jacqueline’s executive management career includes roles working with diverse organisations delivering organisational strategy, housing operations, community engagement and supported housing-related services.

Jacqueline is passionate about customer-led service delivery and collaborative partnership and currently runs a consultancy business providing personal development coaching tailored for black women seeking career advancement or transition. Jacqueline is currently the Chief Executive at Refugee Resource Oxford and Vice Chair at Women in Social Housing London.

Julie Parker

Julie joined the Board in September 2023 and is a member of the Audit and Risk Committee.

Julie is an experienced non-executive director spanning the housing, health, local government, blue light services and arts sectors and led a successful career in senior strategic leadership roles for large, complex and diverse organisations.

Julie is passionate about delivering quality services to the public and brings experience and knowledge across various sectors with strong skills in finance management, corporate governance and service delivery. Julie is also knowledgeable of Estuary’s local community and public sector partners and is a member of local agencies such as the Mid and South Essex NHS Trust, Mid and South Essex Integrated Care Board, Police and Crime Commissioner and Essex Police and Essex Fire and Rescue, amongst other roles.

Patrick Symington

Patrick Symington

Patrick joined us in September 2021 and is a Member of the Board of Management, Chair of Audit and Risk Committee, Member of Governance and Remuneration Committee and Director of Estuary Homes Design Ltd.

Until May 2023 Patrick held the role of CEO of MORhomes PLC and is a finance professional, originally from the private sector with extensive experience in the housing sector as an executive director, NED and consultant.

Patrick was previously Executive Director at First Wessex HA responsible for Finance, IT, Governance and Business Transformation. He has also been Finance Director at various other HAs and was Chair of Risk & Audit Committee at Stonewater HA.

Simone has worked within the housing sector for more than 20 years in various roles. She has previously chaired the Chartered Institute of Housing's Eastern Board.

She is passionate about providing excellent services for residents, in homes that local people can really afford.

Suzanne Horsley

Suzanne joined to Association in 2021 as an Independent Committee Member on the Customer Experience Committee and joined the Board in December 2023.

Suzanne is an experienced senior housing specialist with over 10 years of experience at the executive and director levels. As a qualified member of the Chartered Institute of Housing and the Royal Institute of Chartered Surveyors Suzanne brings strong knowledge in strategic housing operations, property services, asset management and building safety.

Suzanne is currently Executive Director of Customer Services at Wandle Housing Association and was previously Director of Building Safety and Director of Home and Property Services at Southern Housing Group.
